On Friday, May 24, 2021, the Deputy Speaker of the House of Representatives, Rt Hon Benjamin Okezie Kalu, declared open the first retreat of the House of Representatives Committee on the Review of the 1999 Constitution of the Federal Republic of Nigeria (as Amended) in Ikot Ekpene, Akwa Ibom State.

This retreat marks an important step in the timeline to achieve the first set of amendments by December 2025. 

It provides the Committee with a crucial opportunity to receive reports from consultants on previous Constitution amendment bills, deliberate on those that have been rejected or not assented to, and propose action plans for addressing the reservations that led to their rejection.


The primary goal of this retreat is to acquaint Committee Members with various experts' perspectives and insights on constitutional matters arising from the memoranda and bills referred to the Committee. 

It will also facilitate discussions on other issues concerning stakeholders' engagement, ensuring a well-informed and inclusive approach to the constitution review process.

Rt Hon Benjamin Okezie Kalu expressed his sincere gratitude to the Senate President and Chairman of the National Assembly, H.E Sen. Godswill Akpabio, for gracing this retreat with his presence. 


He also extended his appreciation to the Speakers of 36 State Houses of Assembly and the government of Akwa Ibom State for their support in addressing crucial national issues such as the establishment of state police, resource control, and decentralization of power.

Moreover, the Deputy Speaker highlighted the vital role of development partners in this process, particularly the Policy and Legal Advocacy Center (PLAC) and the Foreign, Commonwealth and Development Office (FCDO). 

He recognized their unwavering commitment to this crucial process and their continuous support in delivering a Constitution that will propel our nation to greater heights.


In his words, "together, through diligent efforts and collective wisdom, we will deliver a Constitution that will enhance institutional capacity, address emerging economic challenges, and facilitate inclusive development." 

This statement highlights the importance of a collaborative and informed approach to the constitution review process, emphasizing the need for all stakeholders to work together towards a common goal.

The declaration of this retreat is a significant step towards achieving an inclusive and effective constitution for the Nigerian people. 


As the Committee continues its deliberations, we can be assured that this crucial process is being undertaken with the utmost professionalism and diligence. 

With the support of all stakeholders and the commitment of our development partners, we can look forward to a Constitution that will pave the way for a better and more prosperous Nigeria.

The Deputy Speaker, who is a strong advocate for the development of the South East region, commended the Directors for their commitment and interest in collaborating with the PISE-P.  He acknowledged their role as key stakeholders in achieving the common goal of rebuilding and revitalizing the South
